Country Walk Board Meeting on May 28, 2008

A special meeting was called to order at 7:00 pm in the Clubhouse to discuss a request for including non-residents on a Country Walk swim team.  In attendance were:  Rocco Cioffoletti, Mickey Lauria, Bill Swedberg, and Warren Adams.  Max Wang was unavailable, but expressed his views via e-mail.

The general purpose of the meeting was to develop a policy for making the most effective resident use of the subdivision pool, as well as to begin establishing broad guidelines for the usage of other common amenities.  Issues such as additional expenses, rights of residents, liabilities, permissible participants, and hours of usage were discussed.

A Country Walk swim team has been active for the past few years in harmony with the subdivision.  The issue under discussion is the inclusion of nonresidents.

  • By a vote of 4 to 1, the Board approved the participation of nonresidents, provided no additional liabilities are incurred.  In an effort to balance the desire for a Swim Team with the rights of the residents, conditions were established.
  •  To ensure that the subdivision pool is primarily used by the residents, a ratio of residents to nonresidents must be at least 3 to 1.
  • At no time will a resident be denied access to swimming when the pool is open for usage.  The Swim Team will always leave one lane open for resident usage, and more if the need arises.
  • The Board appreciates the Swim Team’s request to use the pool during the less crowded hours of 8:00 to 9:15 on Monday, Tuesday, Thursday, and Friday mornings.  These times are approved.  (The pool is chemically shocked every Tuesday evening, and is closed until Wednesday noon.)  It is also the Board’s understanding that there may be as many as two swim meets on Saturday mornings from 8:00 to 10:00.  As soon as the specific dates are known, they should be reported to the Board for approval and subdivision notification.
  • To maintain control over the pool, open solicitation is not permitted.  Friends of residents are acceptable.
  • The Swim Team is responsible for any damages.
  • As is standard policy with the pool, nonresidents must leave unless accompanied by a guest.

The Board members also approved, by a vote of 4 to 0, mulch of double-ground dyed bark.  Special mulch will be used in the park.

The next Board meeting was changed to 7 pm on June 11 at the Clubhouse.  It was originally scheduled for 7 pm on June 4.

The meeting concluded at 8:00 pm.

The meeting was called to order at 7:09 pm in the Clubhouse.  In attendance were:  Rocco Cioffoletti, Mickey Lauria, Bill Swedberg, and Warren Adams.  Max Wang was unavailable.

Max Wang was appointed to the Board position of second vice-president and Mickey Lauria was appointed to the Board position of first vice-president to fill in the seats vacated by Ed DeIulio and Steve Lapham respectively.  The first position is for three years, and the second position is for two years.  The current appointments are:

Accomplishments during the past month.

  • That portion of the security fence, originally contracted by the Board to replace the original fence built by Cesi Corp., has been completed.  Installation of the remaining portion to extend the length of the subdivision along Highway 123 is scheduled.
  • The pool opened on time as planned.
  • A Private Property No Trespassing sign has been placed on each of the entrance gates to the pool.  The pool is for the exclusive use of Country Walk residents; guests must at all times be accompanied by a resident.
  • Updates to the pool area and Clubhouse exterior are complete.  This includes power to the gazebo (spotlights, outlets, fan).  Broken spotlights to the pool entrance near the men’s bathroom have been fixed, and placed on a motion detector.  Two halogen lights have been placed on the front of the Clubhouse.
  • Kudzu removal has been completed along Berkeley Drive.

Treasurer Rocco Cioffoletti distributed an updated budget.  Expenditures are currently in line with estimates.  153 of the 157 lots have paid the annual fees, for a total of $81,918.  Letters have been sent out to the four homeowners who have not paid their dues.  These letters, which constitute the third and final notice, demand payment before May 30, 2008.  Included with each letter is a copy of the lien notice that will be transmitted to Pickens County if payment is not made.

Discussion of Old Business

  • Quotes for double-ground dyed mulch were discussed.  The Board approved 285 cubic feet for $10,545 from McCall’s, based on the recommendation from Jay Jones.  Depending on costs, the Board may decide to mulch every year, or every other year.
  • The Board plans to build a capital reserve equal to one year’s operating budget.
  • Relative to the four security lights recently placed in and around the pool and Clubhouse area, Duke Energy has not yet connected two.  Ed De Iulio is in contact with them to complete the job.
  • Bill Swedberg has spoken to a company to give a quote on resurfacing the tennis courts, fixing poles, and other recommended items.  No quote has been received.
  • Walking trail treatment was discussed.  Experts will be invited to future meetings.  Concerns are with drainage, functionality, costs, aesthetics, and resident preferences.  Access points were also discussed, as they should be clearly marked and maintained.  Proper fitting of drainage culvers along the walking trail is a concern, and will be given priority.
  • The common areas between the pool and 100 Knollwood Drive will be cut, leveled, and seeded.  Discussion will continue at the next meeting.
  • There is no additional news on adjustments to properties in Clemson Downs.

Discussion of New Business

  • Pool operations, policies, and expenses were discussed.
    1. A crack exists in the kiddie pool.  Warren will speak with the pool contractor, Bill Matheson, relative to the maintenance required.  Items to be determined include cost, length of time to fix, and recommended time to fix.
    2. Chemicals will be placed in the pool on Tuesday evenings.  Each week, no swimming is permitted from Tuesday evening until Wednesday noon, as the chemical levels will be dangerous.
    3. While socials may be held at the pool and/or Clubhouse, the pool will never be closed to a resident during normal operating hours (other than for safety reasons).
    4. Upcoming items of expense include a new pool tarp and pool painting.
    5. A request was received for a swim team that includes nonresidents.  Relative to all amenities, the Board gives priority to residents.  Further information will be sought, including numbers of resident and nonresident, specific hours of practice, portions of the pool to be used, and costs incurred.  A decision will be made once this information is received.
    6. Approximately $4000 to $5000 is owed for the updates (listed above in the accomplishments) to the pool area and Clubhouse.
  • Instances of residents’ private use of common areas were discussed.  The Board will pursue.
  • The City of Clemson Department of Public Works will be repaving Country Walk Lane.  The project will be completed by August 1.  A flyer is planned to be circulated to the community.
  • A future subdivision work day will include the planting of Leyland Cyprus trees along that portion of Berkeley Drive where kudzu removal created street exposure.
  • Speed bumps for neighborhood streets have been suggested.  The Board agreed to instead obtain additional police patrols.
  • A request was received for a tree at the top of Country Walk Lane.  The Board will consider, and Jay will be contacted.

The next Board meeting is tentatively scheduled for 7 pm on June 4 at the Clubhouse.The meeting concluded at 9:04 pm.
